About the Executive Director
Robert Leonard
Robert Leonard is a retired New York City Police Officer who received a BA in History from the University of New York, Stony Brook, and a law degree from Brooklyn Law School. In 1983, Robert joined the U.S. Army and was a military police officer, then joined the National Guard where he served honorably for 15 years.
After previously serving as an Assistant District Attorney in New York, Robert began practicing law in San Antonio and was brought into CLEAT as a Staff Attorney by former General Counsel John Curtis in 2005.
“I knew I wanted to help officers and their families through some of their most difficult times. When John contacted me about working at CLEAT, it didn’t feel like a job offer; it felt like a calling,” he said.
After moving up through the ranks, he spent 7 years as CLEAT General Counsel, dedicating his time to serving our members, organization, and Legal team, before accepting the position of Executive Director, effective Jan 1 2025.
Upon taking the new role, Robert stated, “CLEAT would not be the greatest law enforcement union in the State of Texas without the dedication of all the staff who work tirelessly on behalf of the organization and membership. Having come up through the ranks, I have been able to witness firsthand all the hard work and efforts that go into making CLEAT the unrivaled protector of Texas Law Enforcement professionals and their families.”
